OpenBSD TCPIP Stack Manual Startup

I need to be able to bring the network up and down more than once using the 
OpenBSD network stack and different static ip addresses. I have set the 
"initialisation options for 'eth0'" to initialise 'eth0' manually in the ecc 
file. Does anyone have any example code that calls the ioctl function to 
bring the network connection up and down with different ip addresses?
