Didn't the Clinton administration remove this restriction because the only thing it was achieving was to hinder legitimate U.S. software exports ?
Don't know. Its not my area of knowledge. All the web site you referenced says was the restrictions were relaxed, not removed.
Also, with things like the DMCA, Patriot act, it seems better to me to try to distribute stuff like this from a free country rather than a pseudo free country.
After some more searching, I found http://www.freeswan.org/freeswan_snaps/CURRENT-SNAP/doc/politics.html#exlaw which seems to prove your point (at least for me).
