no space available error

Hi,
we have a jffs2 partition mounted in IXP425 ..
kernel version 2.4.25 (snapgear)
df shows 89% usage ..
more specifically , 684 / 768 blocks are shown used.
(1k block size)
This looks like enough space to me in device.
but I cannot copy / create by hand even small files. (even empty files I mean)
Why could that be ?
How is the df usage calculated in this case ?
