change dhcp timeout

- Subject: [ECOS] change dhcp timeout
Hello,
we need to lower the dhcp timeout (retry).
- In the source code I see "fast retries", but that doesn't seem to
work? The retry time is always 64s
- We need (for our customer) to put a fixed number on the dhcp timeout.
Does anyone know how to do that?
