Subject: termios patch to (partially) fix VMIN handling

Here is a patch that partialy fixes the handling of VMIN.  See the
comment for why the patch is incomplete.  Still, its better than
what was there before, which never blocked at all.

This patch is cumulative with my previous termios patch, which I have
improved to match the NL->CR+NL semantics exactly.  The previous patch
is rescinded.

These patches are sufficient for porting things like the "getline()"
command history library to eCos.  Thats probably as far as I will
take it.  There is much termios functionality that is still missing.
