This changes the 'vend-rfc1048 OO:3' request into a
'vend-rfc1048 DHCP:DISCOVER'
request. (as traced with tcpdump)
Well spotted. There must be some tolerant DHCP stacks out there. Or I
guess they may fall back to BOOTP.
