at91 cdl refactoring , settable baudrate from redboot

This moves all common CDL code from the four at91 targets to the variant
CDL and adds CYGINT_HAL_VIRTUAL_VECTOR_COMM_BAUD_SUPPORT so that
baudrate is settable from the redboot cmd line.
