[binutils-gdb] Remove ptid_build

https://sourceware.org/git/gitweb.cgi?p=binutils-gdb.git;h=fd79271bd9dd6bb1626fb6f5ec3a415dc24950b1

commit fd79271bd9dd6bb1626fb6f5ec3a415dc24950b1
Author: Tom Tromey <tom@tromey.com>
Date: Mon Jun 11 11:18:51 2018 -0600

    Remove ptid_build

This removes ptid_build in favor of simply calling the ptid_t
    constructor directly.
