Subject: [maint] Remove powerpcle-eabi and rs6000-*-3.x from target list

Hello,

The attached removes two entries:

	powerpcle-eabi
	rs6000-ibm-aix3.2

from the list of targets that should be built when someone is making 
changes across targets.

The former is redundant (PPC is multi-arch) and the latter is getting 
pretty old.  aix4.x should cover that case.
