[applied mips sim patch] move FP support code into separate .cfile.


The notion here is that source files don't _need_ to be 3500 lines
long if they contain obviously divisible pieces.  8-)

This was just moving the existing code from one file to the other.  As
such, I copied the interp.c (non-)copyright notice over to cp1.c, and
I only tested this change by verifying that a mipsisa32-elf sim would
still build.
