Yes, people are still working on MI. There have been several patches recently.
The patches weren't so much MI specific, but more infrastructure related.

Yes, you need a documentation patch and a testcase for each new
feature you add to MI.

You need to fill out a copyright assignment to give the copyright to
the FSF.  If you are willing to do so, Jim Blandy can send you a copy
of the form.  Unfortunately we are not in a position to accept patches
w/o the copyright assignment in place. (There may be exceptions to the
rule for very small and/or mechanical changes).
