top level: make more dependencies explicit

- Subject: top level: make more dependencies explicit
This puts in explicit dependencies in place of dependencies
embedded in ordering. Tested on i686-pc-linux-gnu, seems to work.

* Makefile.tpl: Add explicit install-install dependencies.
