[patch/src] Don't autoconf src/Makefile.in; fix gdb/binutils snapshot


Hello,

GDB (and BINUTILS) snapshots use something like:

cd src
gmake -f Makefile.in gdb.tar

when creating a release/snapshot. The recent changes to Makefile.in vis:

-SHELL = /bin/sh
+SHELL = @config_shell@

break this. I've committed the attached which addresses the immediate problem with broken snapshots.

	Revert below (note that src does not contain Makefile.tpl):
	* Makefile.tpl: Make subsituted variables more autoconfy.
	* Makefile.in: Regenerate.
