I don't know how this would affect overlay debugging.  I don't suppose
any of our simulators are capable of overlays?

FYI,

Simulators can be used to test overlays. In fact (well from fuzzy memory) the testsuite machinery is written in a way that doesn't rely on overlay hardware.
