[PATCH:MI] Use observers for breakpoints

Well I'm talking about removing events and therefore the direct command output
from the -break-* commands while you appear to be talking about suppressing the
observers for those commands.  I think this will have the disadvantage that it
will make the code more complicated.

Anyway let me go away and submit something more concrete.
