My reading of 6.4.4.4 is that it is an octal character escape
sequence.

escape-sequence:
        octal-escape-sequence

octal-escape-sequence:
        \ octal-digit
        \ octal-digit octal-digit
        \ octal-digit octal-digit octal-digit

I do see now that I wrote the character-constant-parsing code
incorrectly.  I'll make a note to write a patch for that.
