[commit] Another -Wunused-function error in procfs.c (sparc-solaris)

Some functions are only used when SYS_syssgi is defined (mips-irix).
The obvious fix was to just conditionalize their definition with
the same ifdef. But there were also declarations earlier. Rather
than ifdef the declarations as well, I deleted the declaration, and
moved the block of functions up a bit. Apart from adding the ifdef,
this was a mechanical change, with no real code change.

gdb/ChangeLog:

        * procfs.c (insert_dbx_link_breakpoint): Delete declaration.  Move up.
        Only define if SYS_syssgi is defined.
        (remove_dbx_link_breakpoint): Delete declaration.  Move up.
        (dbx_link_addr, insert_dbx_link_bpt_in_file)
        (insert_dbx_link_bpt_in_region): Move up. Only define if SYS_syssgi
        is itself defined.
