[OBV] Remove `syscall_start_syscalls_info'

- Subject: [OBV] Remove `syscall_start_syscalls_info'
Hi,
Michael kindly pointed me to an error in xml-syscall.c. There is a function
there that does nothing, so I'm removing it with this commit. Tested without
regressions, and included in the "obvious & trivial" rule.
