Not explicitly but the options line for GNU indent http://www.gnu.org/prep/standards/standards.html#Formatting

has no -lc option and GNU indent defaults to 78 columns.

OK, it seems 80 columns is OK.

No way. Emacs wraps at 79, so 80 is definitely *not* ok by me...
