Last time around we kept separate ones in testsuite and doc, IIRC
because you objected.  Nobody is proposing changing that, but I'd still
rather avoid adding new ones.

To look at it another way -- why not add one for every subdir?
testsuite/*/, cli/, mi/?  Would that improve things?  I think it is just
a historical accident that things are the way they are.
