This part doesn't make sense to me.  I think immediately, "of course
those are part of gdb".  That's because when we modify gdb, we modify
those as well -- we're constantly telling people that a complete patch
includes docs and test changes.

Anyway, common will definitely be part of gdb, at least from my point of
view.  gdb won't build without it.  Changes in common will require
changes in gdb.  Plus, it is in a subdirectory of gdb.

Somehow I feel you are sure to disagree :-).  I am interested to hear
the reason why.
