[rfa] Make get_number_or_range accept value history references



I was under the impression that get_number would accept eg. "$1". Turns out it doesn't. This patch rectifies that, and adds tests to break.exp.

	* cli/cli-utils.c (get_number_trailer): Use value_from_history_ref
	to parse value history references.
