[commit, arm] Handle atomic sequences


Hello,

as seen recently on other platforms, the new GCC simulate-thread.exp test
case exposes problems single-stepping atomic code sequences on ARM.

This patch implements support for stepping across such sequences as a
whole, just like already implemented for several other platforms.

Tested by running the GDB test suite, as well as running the GCC
simulate-thread.exp test case (both -mthumb and -marm).

Committed to mainline.
