RFC: Add ari rule to generate ARI web page in build directory.

- Subject: RFC: Add ari rule to generate ARI web page in build directory.
This RFC adds a new phony target rule called ari
that generates a new ARI index.html web page
located by default in ${top_builddir}/contrib/ari.
The target directory can be modified by setting
ARI_BUILDDIR on the make command line, like this:
make ari ARI_BUILDDIR=~/htdocs/trunk/ari
for instance.
