There is no src/tcl/unix/Makefile or src/tcl/unix/config.log. Are you sure you are configuring a clean distro? ("make distclean" might come in handy if you are configuring in your source directory.)
Can you send the results of the whole of the configure process for tcl? Why is configure saying "$cc: not found"? Is there a compiler available? Maybe you need to specify "CC=[name of compiler]"?
