[Bug build/9877] New: -Wmissing-prototypes

GDB doesn't build with -Wmissing-prototypes.  It would be nice if it did.

To try it out, compile with something like:

 make CFLAGS="-g3 -O2 -Wmissing-prototypes" WERROR_CFLAGS="" 2>warnings.txt
