adding a new simulator

Does anybody know what to do if I want to add a new simulator , step by step ,
please. What files may I modify, what are helpfully. The architecture that may
I simulate is not defined in the gdb files. What should I do? Does anybody
know where is described the communication beteween the debugger and a remote
target (that would help me) where the debugger read/write from the UART??
