Ulrich Weigand as global maintainer

I'm very happy to say that Ulrich Weigand has accepted the GDB's
global maintainers' invitation to become a global maintainer of GDB
himself. He was originally nominated because he has made good changes
to a variety of places in GDB, has shown long-term commitment to the
project, and has been friendly and constructive to work with.
