That makefile is not part of the libc build system nor processed by any
configure script. There is nothing that would set the various variables such as
`prefix'.
Your suggestion is incorrect use of `prefix', by the way.
That makefile does what it does, and if it causes anyone any trouble, we will
just remove it rather than worry about it. There is no other variable but
MANDIR that the makefile uses, so just do "make MANDIR=/wherever/you/like".
