[Bug localedata/665] New: fix to LC_COLLATE of Albanian (sq_AL) locale

The sq_AL didn't defined any specific collating rule 
for Albanian, it just did a copy "iso14651_t1"

I write the rules to match a sorting order of
a, b, c, c,, d, dh, e, e:, f, g, gj, h, i, j, k, l, ll, m,
n, nj, o, p, q, r, rr, s, sh, t, th, u, v, x, xh, y, z, zh.
as that is what I was told is the correct sorting order.
