[Bug libc/677] New: LD_BIND_NOT and LD_PROFILE do not work on ia64

Running a program with LD_BIND_NOT or LD_PROFILE causes it to crash.  This is 
because fixup/profile_fixup return a code address, not the address of a 
function descriptor.
