strptime()'s '%b'/'%B'/'%h' field descriptor should use greedy matching.
Currently, it uses first fit, which causes strptime() to misparse months in, at
least, Polish and Vietnamese locale, e.g.:
* 'VIII' (August) is incorrectly matched as 'V' (May).
* 'Tháng mư�i m�t' (November) is incorrectly matched as 'Tháng mư�i' (October).
