This wasn't any binding decision but a proposition for a person who wanted 
such incorrect abbreviations. There is clearly written that each such a 
project is in disaccordance with rules of Polish ortography.

GLibC doesn't need such incorrect abbreviations. Roman numerals are still 
better.
