[Bug localedata/6713] New: localedata/charmaps/UTF-8 has wrong byte representation of U+1DBA

While debugging something else, I happened to notice that the byte
representation of U+1DBA in localedata/charmaps/UTF-8 is /xe1/xb6/xbe rather
than the correct /xe1/xb6/xba. There's no explanation given as far as I can see,
so I assume this must be a mistake. Patch attached.
