updated patch for Myanmar collation and Burmese locale
This patch updates the collation patch to allow for data which has been
normalized to be correctly collated.
The Myanmar locale patch has also had several changes and corrections:
- Changed Mr from ကို to ဦး to be a better match
with Mrs ဒေါ်
- Modified postal format
- changed the abbreviation for Friday, since it could be confused with Thursday
(the abbreviated forms are not in common use)
- Changed the currency symbol to be after the number, since this is more common
usage.
- Corrected the International currency symbol to be MMK rather than USD.
- Changed the dates to support Myanmar digits.
- Modified strftime_l.c to allow %OC to be used. Is there a good reason why
this wasn't allowed before? This allows %OC%Oy to be used for the year.
