It is my opinoin that we should follow Unicode's lead here.
I vote we use ZZ as `Unknown or invalid territory.'
The next step here is to email libc-alpha and gather consensus quickly on the
use of ZZ for this purpose, then rework the patch to use eo_ZZ, and then commit
that.
