Update LC_CTYPE part to Unicode 3.0, using gen-unicode-ctype.c.
(blank): Add U+1680.
(cntrl): Add U+2028, U+2029.
(space): Add U+1680, U+2028, U+2029.
(digit): Add Myanmar, Ethiopic, Khmer, Mongolian, fullwidth digits.
(alnum, alpha, print, graph, punct): Lots of additions.
(lower, upper, tolower, toupper, combining, combining_level3): Update.
(totitle): New map.
