Regarding the single vs multiple libs issue I am in favor of going back
to individual libs. The single lib stuff is too complicated. I will
change that if there are no objections. I would also like to make things
install in /usr/local/lib/gsl/ and /user/local/include/gsl/ by default
since we have such a large number of files that get installed.
