Yes, well-written code would be welcome, and your suggestions sound good. It
would be best to start with something like the Gaussian RNG, since that does
not involve any design issues. For the other areas (fast exponential,
permutations) it is worth discussing the design on this list first.

p.s. Make sure that you will be able to release your code under the GPL. If
there are problems with your university you may want to do the work in your
own time so that you can retain the copyright.
