Why does 'make install' place gsl.m4 into $prefix/share/aclocal ?

As Debian maintainer for the gsl package, I received a bug (#96940) report as
the gsl package propagates gsl.m4 in the directory /usr/share/aclocal. This
seems to create a problem for the bug reporter who is creating another
GNU-style package (relying on the GNU auto* toolchain) because the gsl
"detection" macros are found twice -- from his files as well as the system
files.

The Debian package is built using the regular 'autogen.sh; configure; make
install' (with suitable arguments) and I am wondering why gsl.m4 is
installed. Presumably you guys do that on purpose -- if so, could you explain
to me and the submitter of that Debian bug report (Hi Martin :) how he can
overcome his build problem when there already is a gsl.m4 on the system?

Thanks a bunch, Dirk
