   I think that would make the directory less useful, because that would
   mean that we would be more restrictive with what to put there.  On the
   other hand, people who use anonymous CVS are aware that they are
   looking at developing source, so it is OK to expose them for
   half-finished things.

   I think a user who downloads a tarball from prep wants the package to
   be reasonably clean, at least not filled with large amounts of
   half-finished texts.

   On the other hand, the user who wants to participate in development
   just have to checkout via anonymous CVS.

   (Note that what goes into the distribution is defined in Makefile.am,
    not all files in CVS go into the distribution.)

but this approach penalizes people who like to hack on distributions and
who do not have easy CVS access.  i think a document's existence is just
as important as its polish, especially internals-type stuff.  this is a
common cry from the newcomer; guile maintainers need to learn to Let Go
a little...
