Please see the README file.
However, I would recommend building it in a separate directory
(i.e., not on the sources directory).
mkdir gdbbuild
cd gdbbuild
/home/you/wheresourcesare/configure
make

There are hundreds of host-x-target combinations, different system
versions etc.
Binaries will normally come with your OS (not all have switched to
Insight yet -- most still come with the text mode gdb interface only).
Cygwin comes with Insight though.
