Help: Can't start Insight

Hi,
I compiled gdb and Insight successfully, but can't start gdb with
Insight GUI. When I type in "gdb", just response:

This probably means that Tcl wasn't installed properly.

I tried to set TCL__LIBRARY=/usr/share/tcl8.3 and
TK_LIBRARY=/usr/share/tk8.3 but still got the above message.
gdb and Insight are all installed to /usr directory (set --prefix=/usr).
I don't know as well how the above rubbish characters are shown.
Appreciate If you could help.
