Alas, last I checked, cygwin was a deprecated platform for Tcl due to
the lack of a maintainer. I don't know if this has changed, but I guess
I shouldn't take that risk.
That means that if insight is to continue to run on windows, I would
need to maintain patches to enable cygwin on tcl or maintain our current
copy for the benefit of cygwin users. I don't particularly like either
solution, but I don't see that I have a choice unless a cygwin Tcl
maintainer materializes.
So given those constraints, I don't see a problem with the patch. I'll
wait a few days, and if there aren't any unsurmountable objections, I'll
commit it.
