almost-ready kawa release

I'm basically ready to release build1.6.97.
There is some documentation I need to update, plus
some more testing, plus some tweaking of the ant-based
build.xml. I expect to make the actual release on Monday.
There are updated packages in ftp://bothner.com/pub.
One minor change:
Changed lots of error messages to use pairs of single quotes rather
than starting with a backquote (accent grave): 'name' instead of `name'.
Many newer fonts make the latter look bad, so it is now discouraged.
