The situation in 2.1 was different: We moved internally glibc headers
around, e.g. __math.h to bits/mathcalls.h, and therefore removed the
old headers from /usr/include. With glibc 2.2, the db packages have
been removed but there're external versions of these packages and
people can add them *before* upgrading glibc.
It might be a good idea to document this somewhere,
