Well, the question still is how glibc should operate - so this *is*
appropriate in this list. As you've indicated, it should use the
conversion 3.1.2 (c) when converting EUC-JP to Unicode; I agree. That,
in turn, means there is a bug in glibc, which currently implements the
procedure of 3.1.2 (b).

From a more general point of view, the TOG/JVC CDE/Motif Technical WG
suggests that there should be three alternative conversion procedures
- it appears that glibc does not offer them, either. Unfortunately,
the report is unclear of how exactly these procedures should be made
available, and how users indicate preference for one or the other.
