Since the file iso14651_t1 probably came out of a draft ISO standard on
http://www.dkuug.dk/jtc1/sc22/WG20/docs/projects
I guess that
a) you should rename it before you make independent changes that are
not synchronized with the authors of the ISO document
b) you should Cc: to the folks from JTC1/SC22/WG20 and the author
of the document any suggested changes:
