PATCH: Use __attribute_used__

We should use __attribute_used__ for gcc 3.1, especially on mips.
Otherwise, gcc 3.1 won't emit the code. I can send in patches to
fix other archs.

	* sysdeps/mips/dl-machine.h (elf_machine_matches_host): Use
	__attribute_used__.
	(__dl_runtime_resolve): Likewise.

	* sysdeps/mips/machine-gmon.h (_MCOUNT_DECL): Make it a real
	declaration.
