[PATCH] PPC64 fe_nomask.c

The implementation of fe_nomask we inherited from ppc32 (using a signal
handler to modify the FE0/FE1 bits in the MSR and return) has been
broken for some time.

Paul Mackerras added options to the prctl syscall to get/set the FE bits
to the 2.5 kernel. The PPC64 team backported the prctl code to the
2.4.21 kernel so now I can safely fix this in the glibc code.
